She is skeptical of chaos but capable of adapting to it. Where Crumble inspires teams, Velvet controls a scene. She is respected, feared, and — to some — oddly comforting.


Once the top protocol officer in CES, Velvet was reassigned after an unsanctioned freeze order that saved a neighborhood but violated five crust clauses. She now commands the Dessert Security Unit (DSU) — the division responsible for suppressing threats beyond typical frosting escalation.


Despite political friction, she remains a sealed ally of CES. When Pastrypolis protocol fails, Velvet is the override. Her codename: The Frost Queen — whispered in both awe and worry.


She appears when crustlines crack past containment. She is the one who authorized Ganache's reactivation. Her presence escalates the narrative — not by action, but by gravity. When she arrives, it means the oven is already heating, whether you see it or not.
